That’s not french, it’s « basque », the language spoken in the Pays Basque, an autonomous community across France and Spain.
Aupa Sempere means « Go Saint-Pee-sur-Nivelle » Sempere (or Saint Pée sur nivelle in french) is a village, and the SPUC is the local rugby team.

I live in Los Angeles, there seems to be A LOT of French people here. A LOT of the french men tend to marry Mexican women actually… I dont know if you have been to Los Angeles but yes there is a pretty good size French population out here.
